To keep running legally in 2027, register and pay your 2027 UCR fee before January 1, 2027.
For a carrier with 0 to 2 trucks, the 2027 UCR fee is $55. Brokers and leasing companies pay $55 too.
Who must register for UCR
UCR stands for Unified Carrier Registration. It is a yearly registration with a yearly fee.
You must register if you operate in interstate or international commerce and you are one of these:
- A motor carrier: for-hire, private, or exempt
- A broker
- A freight forwarder
- A leasing company
Carriers based in Canada and Mexico that run in the U.S. must register too.
“Interstate” covers more than crossing a state line yourself. If the freight you haul is on an interstate trip, you are in interstate commerce. One example is moving a container to or from a port.
You do not need UCR if you only carry passengers privately, like a church, school, or business moving its own people.

The fee is per company, not per truck.
Brokers, leasing companies, and freight forwarders that run no trucks pay the lowest bracket.
The fee does not change with how many states you run in.

How to count your fleet
Count your commercial motor vehicles. For UCR, a commercial motor vehicle is a self-propelled vehicle used in commerce that:
- has a GVWR or GVW of 10,001 lbs or more, or 10,001 lbs or more GCWR or GCW when it pulls a trailer, or
- carries placarded hazmat, at any weight, or
- is built to carry more than 10 people, counting the driver.
You can use either number:
- the number of trucks on the last MCS-150 you filed with FMCSA, or
- the number you owned, long-term leased, or ran in the 12 months ending June 30 before the registration year.
Brand-new carrier? Don't use last year's zero. Use the number on your new-applicant form with FMCSA.
Added trucks during the year? You don't file again. The change shows up next year.

What happens if you miss the deadline
Missing the deadline doesn't make the fee go away. You still owe it.
After January 1, a carrier without 2027 UCR can face enforcement from the states.
- Each participating state sets its own penalties. Some are steep.
- Officers can check your UCR status from your USDOT number, including at the roadside.
- Some states won't renew your plates until your UCR is paid.
- If an audit finds you paid for too few trucks, you are treated as not registered until you pay the difference.
The fee is not pro-rated. Start running interstate late in the year, and you still owe the full fee for that year.

I just got my USDOT number. Do I owe UCR?
Yes, if you run interstate. UCR applies as soon as your USDOT record shows interstate operation. The fee is not pro-rated. If you run interstate at any point in a year, even late in the year, you owe the full fee for that year. Base your bracket on the truck count you gave FMCSA when you applied.
My state doesn't take part in UCR. Do I still register?
Yes. Carriers in Arizona, Florida, Hawaii, Maryland, Nevada, New Jersey, Oregon, Vermont, Wyoming, and Washington, D.C. still register. You register through a participating base state. Your fee is the same either way.
Do I need to carry a UCR sticker or card in my truck?
No. There is no UCR credential to carry. You can keep your receipt if you want to. Officers can check your status from your USDOT number.
What if I added trucks after I registered?
You don't file again for the same year. Changes in your truck count during the year show up in the next year's registration.
